In Bloomington all rentals (excluding rentals owned by IU) require a Housing and Neighborhood Development (HAND) Permit. These residential rental occupancy permits are issued by the City of Bloomington and only after a successful inspection.
Maintaining an unregistered rental carries a penalty fine of up to One Hundred Dollars ($100) per day.
These occupancy permits are essential to renting in Bloomington. They determine how many unrelated occupants are allowed to occupy a unit and can last for 3,4 or 5 years depending on city determination

Complete and submit the Residential Rental Property Registration Form located on the HAND website. Typically a representative will reach out within 48 hours of receiving a completed form to schedule an inspection date.

An authorized individual (owner, manager, maintenance, or tenant) must accompany the HAND inspector. Failure to do so will result in a fee and require rescheduling. The city inspector will conduct a comprehensive inspection (interior and exterior) ensuring the property is compliant with code. If no violations are identified upon initial inspection a discount may be applied to the HAND fee. In the event that violations are identified, (these are often pointed out at the inspection) a report is provided typically within 2-3 weeks. A deadline of 60 days will be provided to complete all interior repairs (select exterior repairs may be given a deadline of 1 year) In addition to the inspection three documents will be required prior to closing out the inspection and issuing an occupancy permit.
Here at Door & Key Property Management we will ask for a copy of your HAND permit up front. (if you do not have one, we will begin the process) We take note of the date it expires and keep track to ensure your permit does not expire.
Typically we begin the process 6 months prior to expiration. Filling out the form and working with the city to set an inspection date and notify tenants.
Our walk through is completed prior to the inspection to ensure that there are no common violations, based on our previous experience. A gas furnace inspection is scheduled prior so that the report is ready for the city inspection, and we get the occupancy affidavit signed. We also accompany the walkthrough with the Inspector.
We do everything we can to mitigate the need for a reinspection and will be working with you to let you know how the property did.
